Rick Perry to Congress: You Suck!


Rick Perry is not a fan of Congress, or those who serve in it.

It's unclear if this is an issue that strikes a chord with the average voter, but Perry is pushing hard for his part-time Congress idea in his latest Iowa advertisement.

The ad features pics of Rick Santorum, Michele Bachmann, Ron Paul and Newt Gingrich, all of whom serve or have served in Congress (guess Mitt Romney is exempt from this one) as a narrator asks, "If Washington's the problem, why trust a congressman to fix it?"

Rick feels he's "Strong" enough to do it, that's for sure.

DOD: Reported sexual assaults up at 3 academies (AP)

ANNAPOLIS, Md. ? The number of reported sexual assaults at the nation's three major military academies rose overall in the latest academic year from one year earlier, according to a report released Tuesday by the Pentagon.

The Defense Department's "Annual Report on Sexual Harassment and Violence at the Military Service Academies" for academic year 2010-2011 found there were 65 reports of sexual assault involving cadets and midshipmen at the U.S. Naval Academy, the U.S. Military Academy and the U.S. Air Force Academy. That was up from 41 reports of sexual assaults in the prior academic year.

"This is a leadership issue, first and foremost, so I also expect us to lead with integrity and with energy to eliminate sexual assault and harassment from our culture," Defense Secretary Leon Panetta said in a statement. "I'm confident the steps we are taking are the right ones, but we must continue to improve."

The Pentagon said it could not conclusively identify the reasons for the increases. However, the department has worked to encourage more victims to report sexual assault and the Pentagon says that could explain the higher number of reports.

The annual report was mandated in the 2007 John Warner National Defense Authorization Act. It directed the Pentagon to evaluate the effectiveness of the sexual harassment and sexual violence related policies on an annual basis.

Aiming to eliminate sexual assault and harassment from military culture, the Pentagon also announced two new policies to support abuse victims as it released the findings Tuesday.

Service members who have been the victim of sexual assault and have filed an unrestricted report now have the option to request an expedited transfer from their unit or installation, the Defense Department said. Under the new policy, the service member must receive a response to the transfer from the unit commander within 72 hours. A service member also will be able to request a review of any denied request and receive that response within 72 hours, the Pentagon added.

Another new policy will standardize retention periods for sexual assault records across the military services. Specified documents will be retained for 50 years in unrestricted cases and for five years in restricted cases to give victims longer access to documents related to sexual assault, the Defense Department said.

While the report found that the U.S. Military Academy at West Point is in partial compliance with the department's policies regarding sexual harassment and assault, it concluded the academy was not in compliance with department policy for providing prevention and response training to all cadets.

The Service Women's Action Network, a national human rights organization founded by women veterans, was critical of the increase in sexual abuse reports. Greg Jacob, policy director for the organization, also underscored the noncompliance with Pentagon policy in the report.

"Ending the widespread issue of sexual harassment and sexual assault in the military starts by ending it at the service academies," Jacob said in a statement.

West Point did not immediately return a call seeking comment.

Other academy officials said they believe the increase in reporting indicates a positive step in making cadets and midshipmen feel more comfortable about reporting incidents ? a crucial part of addressing the problem.

"We believe that there's much more trust in our system than maybe we've seen in years past," said Col. Reni Renner, vice commandant culture and climate at the Air Force Academy in Colorado Springs, Colo.

Deborah Goode, a spokeswoman at the Naval Academy in Annapolis, Md., said the school includes training for midshipmen throughout all four years to prevent harassment and encourage reporting.

"We believe there is a better understanding by midshipmen of what constitutes sexual harassment and sexual assault, as well as an increased willingness to report incidents, which may account for increased reports of sexual assault cases," Goode said.

The Air Force Academy had 33 reports in the latest academic year, an increase from 20 in the previous year. However, Renner noted that five of this year's reporters were for incidents that occurred prior to military service. The Naval Academy had 22 reported incidents, compared to 11. West Point reported the same number in both years, 10 in each year.

A user's guide to Android Ice Cream Sandwich

After months of waiting, the Galaxy Nexus (and by extension, Android 4.0, aka "Ice Cream Sandwich") is finally here. We've already done an extensive review of the hardware, so here we will be looking much more closely at Ice Cream Sandwich. Whether you are an Android veteran or a smartphone first-timer, this new version of Google's mobile operating system has a few things you should know about before getting started.

Ice Cream Sandwich (ICS) is the biggest update to Android since the OS launched, and the changes are pretty significant. They aren't too dramatic for people used to Android, but people new to the OS may have some difficulties starting out. While Android 2.x was perhaps not the easiest OS to master, once you got the hang of it, it was rather straightforward. ICS, on the other hand, was designed to be easier to use, but even long-standing Android users will have to spend some time learning its ins and outs.

Here's one issue: Not all icons are clearly labeled, so it can be difficult to know what a button does in a particular app. The new Calendar app, for instance, has a small unlabeled square (it looks like a small calendar) that takes you to the present date. Other than pressing the button, you have no visual cues to tell you what that icon actually does. This isn't the same Android that we've all come to know, but rather a new OS that carries on the Android legacy.

A Fresh New Look

ICS is by far the most visually appealing version of Android that I have seen to date. The holographic interface in Android 3.0 (Honeycomb) has been passed on to ICS, though it doesn't translate that well on a smaller display. On a tablet, the holographic interface looks as if it has some depth, but on a phone it appears extremely two-dimensional. ICS, however, adds a few new colors to Android's repertoire, swapping out the old green and gray for a vibrant blue.

Text is also much easier to read thanks to use of the new high-resolution font Roboto. Roboto was designed to be used on HD displays, and is a massive step up from the old Droid Serif in Android 2.x. The font looks a lot cleaner than the one used on Honeycomb, and complements the holographic UI quite nicely.

One of the biggest interface changes concerns the use of software navigation buttons for Android smartphones. Pre-Honeycomb Android devices all used hardware buttons for basic navigation (Home, Menu, Back, Search), while software keys were exclusive to Honeycomb tablets. The Galaxy Nexus has a buttonless design, and chances are high that we will be seeing more Android phones that take advantage of ICS software buttons.

The software keys include Back and Home, with the Menu and Search buttons replaced by a Recent Apps button (more on that later). While software keys work fine on a larger-sized tablet, I was initially worried that the software keys in ICS would be too easy to hit by accident on a smartphone. Fortunately, this was not the case, and not once in my time with Ice Cream Sandwich did I ever accidentally exit out of an app because of any of the software buttons.

One issue I do have with ICS is centered on the nestled menus. Whereas in previous versions of Android the menus would all appear in the same spot, ICS has you hunting around the screen looking for the three dots that indicate a menu drop-down. Again, not a big problem, but it makes navigation inconsistent from one app to another. In general, it seems menus appear in either the top-right or bottom-right of apps, the exception being that older apps will have the menu icon appear down next to Recent Apps.

Features Galore

More than just a pretty face, ICS also adds loads of new features to the Android OS. As mentioned earlier, you now have a Recent Apps button that allows you to quickly jump from one app to another. When you press Recent Apps, a carousel with the last 15 apps you've opened will pop up. You can either tap an app to go to it, or swipe it left or right to close it. It works extremely well and quickly became one of my favorite things in ICS.

Romney compares Gingrich campaign to 'Lucy' sitcom (AP)

DAVENPORT, Iowa ? As far as Mitt Romney's concerned, Newt Gingrich's campaign might as well be a 1950s sitcom.

"I Love Lucy," specifically.

Romney spent most of Tuesday ignoring his Republican rival, attacking President Barack Obama and making his final pitch to Iowa voters ahead of a three-day bus tour in the last days before the Jan. 3 caucuses. But he jabbed at Gingrich during a stop in New Hampshire, knocking the former House speaker for likening his trouble getting onto Virginia's primary ballot to attacks on Pearl Harbor in 1941.

"I think he compared that to ... what was it, Pearl Harbor? I think it's more like Lucille Ball at the chocolate factory," Romney said, referring to the episode where the homemaker Lucy switches places with her husband for a day and is humorously overwhelmed as chocolates fly past her on an assembly line. "You've got to get it organized."

Republican Party officials in Virginia announced over the weekend that Gingrich had failed to submit enough signatures to get on the ballot for the state's March 6 primary. In a post on Facebook, campaign manager Michael Krull compared the situation to the Japanese attacks on Pearl Harbor in December 1941.

The joke was the only time all day that Romney directly acknowledged his GOP rivals. Instead, he delivered a version of his closing argument speech railing against Obama and Vice President Joe Biden. Biden criticized Romney in an opinion piece in the Des Moines Register on Friday.

Romney's schedule shows a campaign bent on executing a strategy to do well in Iowa's GOP caucuses. In 2008, a second-place finish here dealt a serious blow to his candidacy. He lost a series of other key early states and dropped out of that race in early February.

Now, Romney's team is focusing on making sure the 25 percent of Iowa caucus-goers who backed him last time will support him again in a week's time. He's spending the next three days on a bus tour of the eastern part of the state, largely in counties where he won in 2008. He'll start in Muscatine and visit Clinton, Iowa City, Cedar Falls, Mason City and Ames before ending the tour Friday in Des Moines.

Ahead of the final push, though, he's starting to sound like he's already won the presidential nomination ? and even the Iowa caucuses.

"Mr. Biden, we do care that under your policies more Americans have lost their jobs, more Americans are on food stamps, and more Americans have lost their homes. Blaming others is not a plan to get America working," Romney said in his Tuesday speech. "On Jan. 3, Iowa will start our plan to get America working."

In New Hampshire earlier in the day, it was similar. "I'm not exactly sure how all this is going to work, but I think I'm going to get the nomination if we do our job right," Romney said inside the packed dining room of the Coach Stop restaurant, hours before he arrived in Iowa.

And when his wife, Ann Romney, stood to introduce him here, she was completely certain.

"Hope is on the way," she said, gesturing to her husband beside her. "He's going to win the nomination and he's going to beat Barack Obama."

Some call for Dec. 29 as Dump Go Daddy day

Go Daddy is the target of some angry users who want to penalize the Web hosting giant and Internet domain registrar for its support of a controversial online piracy bill, despite Go Daddy recently retracting it after losing more than 37,000 Web domains in just the last several days, according to reports.

"There's a strange irony to the sudden, seemingly grassroots campaign against Go Daddy," writes Joe Wilcox of BetaNews, which says the "mass call for a Go Daddy boycott ... has taken on mass peer-pressure hysteria ? that by association you are somehow evil if you don't transfer domains from Go Daddy":

Stated differently, Go Daddy protesters block peoples' right to choose, too, by pressuring them to leave the registrar. They're guilty now of what they accuse the government would do in the future ? suppressing freedom on the Internet.

Since the announcement of the boycott of Go Daddy, Go Daddy has just publicly dropped their support of the heinous Stop Online Piracy Act or SOPA. But, they still support the Senate version of SOPA, called PIPA or PROTECT-IP. If you work on the internet and do business with Go Daddy you're supporting a company who is actively working against your best interests.

Hollywood studios and record companies favor the Stop Online Piracy Act as much as many major technology companies ? including Google, Facebook, Apple, Intel and Microsoft ? oppose it. The bill makes the streaming of unauthorized content a felony. But it also would require websites and telecom service providers to monitor content and traffic across their networks for piracy, and let law enforcement actually seize a website and shut it down.

Last week, the House Judiciary Committee said it would delay debate on the bill, H.R. 3261, until early next year.

Go Daddy's CEO, Warren Adelman, in a Dec. 23 press release, said the company is pulling its support for SOPA, and that while fighting online piracy is of "the utmost importance .. we can clearly do better. It's very important that all Internet stakeholders work together on this. Getting it right is worth the wait. Go Daddy will support it when and if the Internet community supports it."

Despite that diplomatic tone, Go Daddy's Christine Jones made it quite clear in the same press release that the company "has always fought to preserve the intellectual property rights of third parties, and will continue to do so in the future."

Analysis: Isolated on tax cut, House GOP blinks (AP)

WASHINGTON ? With tea party-backed first-termers calling the shots, House Republicans snatched political defeat from the jaws of victory in a year-end showdown over Social Security payroll tax cuts and jobless benefits.

This time, they pushed the country to the brink ? and wound up blinking.

"In the end House Republicans felt like they were re-enacting the Alamo, with no reinforcements and our friends shooting at us," said veteran Republican Rep. Kevin Brady of Texas.

Precisely.

By spurning a deal that Senate Republicans had embraced, for a two-month extension of tax cuts for 160 million Americans and jobless benefits for millions more, the House wing of the party isolated itself politically and by some calculations improved President Barack Obama's re-election prospects.

Friday brought a humbling surrender, the only realistic alternative despite grumbling from scattered holdouts and Newt Gingrich, courting tea party support in the race for the presidential nomination.

By then, even allies said Republicans had become vulnerable to Obama's accusation that they, alone, were threatening a fragile economic recovery and the well-being of the employed and unemployed alike. "Right now, the bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1," Obama said Tuesday after the House rejected the two-month measure that had sailed through the Senate on a vote of 89-10.

The reliably conservative editorial page of The Wall Street Journal piled on, referring to a circular Republican firing squad. The GOP has "achieved the small miracle of letting Mr. Obama position himself as an election-year tax cutter. ... This should be impossible," it wrote on Wednesday.

One poll said Obama ran ahead of Republicans when it came to handling taxes, an issue that has generally favored the GOP since Ronald Reagan sat in the White House three decades ago.

No less critical were Senate Republicans, fearing the impact on their own political prospects, both individually and as a group eager to gain a majority in the 2012 elections. A gain of four seats would give them control, and several close races are likely. Losses suddenly seemed possible instead. There was in even talk that the hardline stance by House Republicans was putting the GOP's big majority in that chamber in danger.

Most importantly, for the first time all year, Senate GOP leader Mitch McConnell wasn't in a position to help as House Speaker John Boehner sought to carry out the wishes of his rank and file, the Kentucky senator having voted for the bill that House Republicans insisted was a loser.

At its core, the dispute was a simple one.

Talks between the two parties in the Senate on a full-year extension faltered when negotiators could not agree on the cuts needed to make sure the measure did not increase deficits. The two-month stopgap bill was designed to keep the tax cuts and jobless benefits going until the negotiations could resume again after the first of the year.

To the tea party types, that smacked of government as usual, precisely what they came to Washington to change.

"We're as unified as we've been all year," said Rep. Louie Gohmert, R-Texas, on the night before the House Republicans rejected the Senate bill, demanded negotiations on a compromise and drove themselves into a political dead end.

This time, Senate Majority Leader Harry Reid and Democrats had no incentive to negotiate, unlike earlier when brinkmanship pushed the government to the edge of a partial shutdown or an unprecedented default.

They and the White House had already caved to Republican demands that any extension be paid for, and that Obama decide within 60 days whether to allow construction of an oil pipeline from Canada to Texas.

The president had threatened to veto any measure that linked tax cuts and the pipeline, hoping to postpone a decision on the project until after the election. Late last week, he did an about-face and demanded Congress send him a bill that did precisely that.

The reversal gave Republicans the political victory some had sought if they were going to approve an extension of the tax cuts and jobless benefits at the core of Obama's jobless program.

Boehner told House Republicans as much in a conference call on Saturday, according to several officials who listened. They added he recommended no specific course of action and sought the all views.

Some lawmakers suspected Boehner had acquiesced in the two-month extension that McConnell worked out, and he was challenged on it 48 hours later in a closed-door meeting. He bristled at the accusation, according to several participants, and denied it flatly.

There were hints of infighting. Behind closed doors, one Republican lawmaker raised a concern about a memo ? inaccurate, he said ? from an unidentified staff aide who wrote that Boehner favored a more conciliatory approach than Majority Leader Eric Cantor and other members of the leadership.

"We're here and ready to work," Boehner told reporters on Wednesday morning. He spoke at a made-for-television event with Cantor and the eight Republicans, including three first-termers, appointed to conduct non-existent negotiations with Democrats.

Little more than 24 hours later, the charade ended when Boehner informed his own rank and file, no consultations permitted.

By then, even two newcomers to the House had issued public statements calling for an end to the standoff.

"I don't think that my constituents should have a tax increase because of Washington's dysfunction," said freshman Rep. Sean Duffy, R-Wis., now a voting member of the government he was criticizing.

The struggle over, Reid said he hoped the episode had been "a very good learning experience, especially to those who are newer" to Congress.

"Everything we do around here does not have to wind up in a fight."

U.S. economy hopes give European stocks respite (Reuters)

LONDON (Reuters) ? Signs of renewed momentum in the giant U.S. economy boosted European stocks and supported the euro on Friday, but any gains in holiday-thinned markets are likely to prove short-lived with concerns about the euro zone debt crisis undiminished.

"There's no doubt that events in the euro area in the first quarter of next year... have the potential to have a profound impact across the globe," said Chris Scicluna, an economist at Daiwa Capital Markets.

The single currency edged up 0.1 percent to $1.3065, holding above a recent 11-month low of $1.2945, although it remains down around 2.1 percent on the year.

"The dollar is still seen as a funding currency when risk appetite improves and people will sell dollars on the back of that," said Chris Walker, currency strategist at UBS.

"But we still see uncertainties in the euro zone outweighing and look for a move towards $1.25 in the next few months," he added.

The United States reported the lowest level of weekly jobless claims since April 2008 on Thursday, as well as a rise in the Thomson Reuters/University of Michigan's consumer sentiment index.

"This improved set of data we've had through Q4 in the U.S. is at least something to be encouraged about," said Daiwa's Scicluna.

MSCI's world equity index gained around 0.3 percent since the data was published (.MIWD00000PUS), but remains on track for a fall of about 12 percent in 2011.

The pan-European FTSEurofirst 300 index gained around 0.5 percent.

ECB FUNDS SOOTHE

The European Central Bank's mid-week provision of 490 billion euros of cheap longer-term cash to over 500 of the region's banks - the largest ever amount of liquidity pumped into the financial system - is expected to support debt markets.

The loans are expected to ease the impact of a wave of capital outflows of U.S. money market funds from European banks that has gummed up the interbank market, and should also support bank shares.

Outgoing ECB executive board member Lorenzo Bini Smaghi also suggested in comments in the Financial Times on Friday that the ECB could give in and adopt "quantitative easing" to boost the euro zone economy if deflation risks emerge across the 17-country region.

His comments are the strongest indication yet that the central bank could expand its policy tools to prevent a possibly disastrous economic slump in continental Europe, although Bini Smaghi himself steps down at the end of December.

Meanwhile, fellow ECB Executive Board member Juergen Stark, who also steps down at the end of the month, was quoted as saying that Europe should not use the International Monetary Fund to get around the ban on central banks financing governments and that current plans might breach that principle.

"Practically, I don't see any countries other than euro zone states that want access to the money. It is an attempt to circumvent the ban on direct monetary financing in Europe," Stark told German daily Die Welt in an interview.

Yields on Italian 10-year bonds were 4 basis points higher at 6.97 percent, back within a whisker of the 7 percent mark seen as unsustainably high over the long-term, with the Spanish equivalent little changed at 5.42 percent.

Unsurprisingly, in 2011 Italian bonds (.QW4AP) have been one of the worst performers, posting losses of 5.65 percent overall with longer-dated paper losing almost 11 percent (.QW4U).

The rosier picture painted by the U.S. data is also supporting commodities, with copper, which is sensitive to expectations of industrial demand, rising 1.0 percent to $7,615 a tonne, on course for its first weekly gain in three weeks.

Jaden Schwartz?s leadership skills were obvious before he even arrived at Team Canada?s training camp.

He was the obvious choice as captain and had the C stitched onto his Team Canada jersey Thursday.

Coaches love guys who have character and experience, guys who have battled.

Schwartz has fought through an emotional battle most teenagers, luckily, don?t have to deal with.

The Colorado College winger did everything he could to help his sister, who played hockey at Yale, during a two-and-a-half year fight with acute myeloid leukemia.

His 23-year-old sister, Mandi, died last April.

?It just puts everything in perspective,? Schwartz said of the hard lessons he?s learned over the past few years.

?To go through adversity like that, it was one of the hardest things ever to deal with.

?If you can get through that, you can get through anything.?

When Schwartz was drafted ? 14th overall by the St. Louis Blues at the 2010 NHL Entry Draft ? he used his moment in the sun to direct traffic to a website (Become Mandi?s Hero) that helped during a worldwide search for a bone marrow match.

That search didn?t produce the match the Schwartz family was hoping for, but with everyone from the New York Times to ESPN picking up the story, more than 10,000 people signed up as donors.

Other lives have been saved.

?I learned a lot from that and I learned a lot from Mandi,? Schwartz said.

?I?m just trying to lead by example and be a good guy off the ice.?

Schwartz said his family was excited to hear he had been named Team Canada captain.

?It?s a tremendous honour and a huge privilege,? he said. ?It feels pretty special, but I?m not going to change who I am or the way I play.

?I?m just going to be myself.?

Brett Connolly, Devante Smith-Pelly, Quinton Howden and Brandon Gormley will rotate as alternate captains.

Schwartz is one of four returning players, but he broke his ankle in the second game of last year?s tourney.

Showing the character of a future captain, he came back on the ice and even scored a goal.

But once team doctors saw the fracture, his tournament was over.

He?s not taking this second kick at the can for granted.

?It?s a second chance and something you dream of,? he said. ?Last year, it was a tough way to go out.

?I?ve been waiting for this since last year?s tournament ended.?

Head coach Don Hay said handing the C to Schwartz wasn?t a difficult decision.

?With Jaden, he?s a real mature young man,? Hay said. ?He seemed to be a logical choice.

?The players gravitate towards him and he?s a personable young man, and he?s got experience.?

Hay said he expects his new captain will lead through action rather than words.

?He seems very mature in his approach to the game and his approach to life,? Hay said. ?He?s prepared and he works hard.

?Those are important things, to have someone who?s prepared to practice and then in the games, he quietly goes about his job.

?He?s not going to be a big vocal guy, but when he talks, the players will listen.?

Hay was intent on giving his most experienced players the remaining letters.

?I think it?s a strong leadership group,? he said. ?The guys have world junior experience, Memorial Cup experience, NHL experience.

?So we?re comfortable with the group of guys we?ve chosen as leaders.?

Nikon Coolpix AW100


You wouldn't think that the Nikon AW100 ($379.95 direct) is the company's first try at a rugged point-and-shoot camera. The 16-megapixel shooter manages to do just about everything right?capturing sharp images, surviving drops, geotagging your photos, shooting underwater, and grabbing 1080p30 video. And it does it all quickly, with faster performance than any other rugged model we've tested. All of this means that the AW100 ousts the Panasonic Lumix DMC-TS3 ($399.95, 4 stars) as our Editors' Choice rugged camera.

Design and Features
Similar in design to other rugged compacts, the AW100 sports a sealed lens with an internal zoom mechanism, located on the top corner of the camera. It measures 2.6 by 4.4 by 0.9 inches and weighs 6.3 ounces, slightly larger than the 2.5-by-3.8-by-0.9-inch, 5.5-ounce Olympus Tough TG-310 ($199.99, 3.5 stars). The camera is available in three colors?orange, black, and blue. Its 5x optical zoom lens covers a 28-140mm (35mm equivalent) field of view and has a nice macro capability for capturing smaller objects.

A 3-inch, 460k-dot LCD dominates the rear of the camera. It's very bright and sharp, making it easy to frame and review images in a variety of lighting conditions, putting the 2.7-inch, 230k-dot display on the Lumix TS3 to shame. Control buttons are rubberized and sealed, but are quite responsive to the touch. The camera has all the standard control buttons?including a zoom rocker, dedicated movie button, self timer, flash control, and exposure compensation?and adds a special control button on the left side of the camera, called the Action button.

This button can be configured to bring up the GPS world map or to adjust shooting settings. Pressing it brings up a menu from which you can adjust the shooting mode, start recording a movie, play back photos, or view the world map. Lightly tapping the Action button scrolls through the options, while pressing it locks in a selection. This makes it possible to adjust settings on the fly, which can be helpful if you're into the outdoors or extreme sports and need to concentrate on things other than delving through camera menus.

The menu system is not as robust as on other Nikon point-and-shoots. There are fewer shooting options, the camera doesn't have Program, Aperture Priority, Shutter Priority, or Manual modes. Instead you are limited to Easy Auto, Auto, and various scene modes. You'll have limited control over camera settings in all of these modes, but will always be able to control flash output, exposure compensation, and the ISO setting. It's not always easy to find what you're looking for in the menu, however. The GPS setting is available only if you hit the menu button while viewing the camera's internal world map?which can be a bit confusing if you don't know to look for it there.

The camera is rated to survive drops of up to 5 feet and can be used underwater to depths of 33 feet. I was able to drop the camera over and over again without it missing a beat. I also let out my inner Jacques Costeau, submerged the camera in water, and grabbed some photos. Our previous Editors' Choice, the Panasonic Lumix TS3, is a little more rugged?it's rated to 40 feet underwater and can survive a 6.6-foot drop, but isn't as well rounded a performer as the AW100. The TS3 also includes an altimeter and barometer, and is rated for use in 14?F temperatures, which might make it a better option for mountaineers.

The AW100 is the speediest rugged camera that we've tested. It can start up and grab a shot in 1.4 seconds, only requires 0.8 second of recycle time between photos, and records a 0.1-second shutter lag. Other rugged cameras we've tested, like the Pentax Optio WG-1 were much slower. The Pentax requires 2.3 seconds to start and shoot, makes you wait a full 3.7 seconds between shots, and records a lengthy shutter lag of 1.2 seconds.

I used Imatest to measure the camera's performance in terms of image sharpness and noise. The software analyzes a test chart as shot by the camera to deliver a center-weighted sharpness score, measured in lines per picture height. A score of 1,800 lines is considered to be very sharp, and the AW100 came in well above that metric?it recorded 2,166 lines. The Panasonic Lumix TS3 didn't do nearly as well, recording only 1,347 lines. It isn't the sharpest rugged that we've tested, that honor goes to the 2,461 lines recorded by the Olympus Stylus Tough-8010 ($399.99, 3.5 stars), but the AW100 does come close.?

The camera does a pretty good job in terms of image noise, but it's not the best in class. Images become noisier as the camera's sensitivity to light, measured as ISO, is increased. When a photo is composed of more than 1.5 percent noise, it is noticeably grainy. The AW100 keeps image noise below 1.5 percent through ISO 800, which lets you shoot with freedom in dimmer light. This matches the performance of the Olympus Tough TG-310, but falls a bit shy of the Panasonic Lumix TS3 and Pentax Optio WG-1?both of those cameras are capable of clean images through ISO 1600.

The AW100 has a built-in GPS that adds geographic coordinates to photos automatically. This lets you view the location at which they were taken when you use the camera with compatible software, like Picasa and iPhoto. The GPS works quite well, acquiring a signal in only a few minutes in my tests, but using it does cut into the camera's battery life. The camera also supports A-GPS, which is often used by cell phones to help speed position acquisition. You'll need to install A-GPS files manually?they are available for download from Nikon's website?as the camera doesn't have any sort of Wi-Fi or 3G connectivity.

Video is recorded in QuickTime format at 1080p30 resolution. The quality is quite good, and the camera can zoom in and out while recording. The noise of the lens moving is audible on the soundtrack of the video, however, and the camera sometimes has difficulty reacquiring focus after zooming. When in focus, details are sharp and colors are accurate. The camera supports standard SD, SDHC, and SDXC memory cards. It can connect to an HDTV via mini HDMI or to a computer via a proprietary USB port.

Overall, the AW100 is an excellent first attempt from Nikon at a rugged camera. The compact point-and-shoot feels polished and refined, and performs admirably on all fronts, delivering snappier performance and sharper images than our previous Editors' Choice rugged compact, the Panasonic Lumix DMC-TS3. That camera is a bit tougher, and is rated for use in cold temperatures where the AW100 is not, which still makes it a good choice for cold weather shooters. Like most rugged cameras, the AW100 is quite pricey. If you're on a budget and don't plan on taking your camera deeper than 10 feet underwater, you may want to consider the Olympus Tough TG-310, which is a full $180 less expensive than the AW100.

China, Japan leaders to meet amid North Korea angst (Reuters)

TOKYO (Reuters) ? Leaders from China and Japan will likely agree to work together to help maintain stability on the Korean peninsula following the death of North Korean ruler Kim Jong-il when they meet next week, but anything more than platitudes will be hard to come by.

Japanese Prime Minister Yoshihiko Noda will meet President Hu Jintao and Premier Wen Jiabao in Beijing during a two-day trip from Sunday as the world waits to see where North Korea is headed under Kim Jong-un, the youngest son of the destitute nuclear state's late leader.

Noda's visit to China, North Korea's biggest backer, was arranged before Kim Jong-il's death was announced by the unpredictable hermit state on Monday.

"Instability on the peninsula would be in nobody's interest," said Sun Cheng, professor of Japanese studies at the China University of Political Science and Law in Beijing.

"The six-party talks are likely to be on hold for some time, and so is any progress on the North Korean nuclear issue, but there'll be a consensus between China and Japan -- as well as the United States, South Korea and Russia -- on preserving stability on the Korean peninsula."

The six-party denuclearization talks, involving the two Koreas, the United States, China, Japan and Russia, broke down in 2008 and United Nations inspectors were expelled from North Korea in 2009.

Ensuring stability and establishing working relations with the impoverished nation is especially important for Japan, which is well within range of North Korea's long-range missiles and wants Pyongyang to resolve the emotive issue of the fate of Japanese citizens kidnapped to help train spies decades ago.

"It goes without saying that China can play an important role in solving abduction issues. Naturally, we will be working hard on China (to help settle the problem)," Japanese Foreign Minister Koichiro Gemba told reporters on Thursday.

THE ROAD TO PYONGYANG

Experts agree China has the biggest role to play in efforts to keep North Korea on an even keel. Japan's ability to act is limited by the feud over the abductees and historical animosity born of Tokyo's 1910-1945 colonization of the Korean peninsula.

"The road to Pyongyang is through Beijing right now," said Richard Samuels, director of the MIT-Japan Program at the Massachusetts Institute of Technology.

"I'm sure the Japanese side will implore the Chinese side to use their good offices to help North Korea find a way to be more Burmese," he said, referring to Myanmar, whose new civilian government has pledged to re-engage with the world community.

Promises of any concrete steps on North Korea, however, are unlikely to emerge from the Sino-Japanese summit.

"Of course they will make comments like 'We will maintain close communication for the sake of the peninsula's stability' but not much more than that," said Hiroko Maeda, a research fellow at PHP Institute's Center for International and Strategic Studies in Tokyo.

"No one knows how the situation in the North will develop."

North Korean worries aside, Noda and Chinese leaders are expected to try to improve ties between the world's second- and third-largest economies, strained by a maritime dispute last year that chilled relations deeply.

But major breakthroughs appear unlikely.

"THREE FEET OF ICE"

"Overall, Noda's visit will be an opportunity to improve relations. But we should not have excessive expectations," said Huang Dahui, professor specializing in Sino-Japanese relations at Renmin University in Beijing.

"In Sino-Japanese relations we say that it takes more than one cold day for three feet of ice to form ... We can't expect that one visit will give relations a total remake."

Sino-Japanese ties deteriorated last year when Japan detained a Chinese skipper whose trawler collided with Japanese patrol boats near a chain of disputed islands in the East China Sea. The area is potentially rich in gas and oil reserves.

The leaders are expected to discuss ways to restart stalled talks on the proposed joint development of gas fields in the East China Sea and to achieve an early start of negotiations for three-way free trade talks among Japan, China and South Korea.

On the financial front, Japan is in talks to buy Chinese government debt to strengthen economic ties, and Japanese Finance Minister Jun Azumi said this week the matter needs to be addressed at the summit meetings.

China frontier city sits out Kim's death and waits (Reuters)

DANDONG, China (Reuters) ? While the world agonized about North Korea, the Chinese city with a front-row view into the isolated state shrugged.

The northeast Chinese city of Dandong faces North Korea across the Yalu river, its neon-lit riverfront of shops and restaurants underscoring the darkness on the other side, which struggles with chronic power shortages.

But even after the abrupt death of Kim Jong-il threatened to throw the North into an era of uncertainty, many Dandong residents had little time for political speculation.

Cars jammed the downtown's main thoroughfare during Tuesday's rush hour as commuters hurried to get home after work, the incessant honking of horns a reminder that for many here, it was business as usual.

"Life is the same as it was yesterday morning," said one taxi driver who gave only his surname, Chen.

"I don't think there will be any impact on our day-to-day living because the relationship between China and North Korea is stable," said a grocery store owner surnamed Wang.

Still, for some here, the passing of North Korea's leader means life will be put on hold at least for some time.

In normal times, clusters of North Korean visitors -- some wearing badges of Kim Il-sung, the country's late revolutionary founder and father of Kim Jong-il, on frayed suits -- gape at the brightly lit and well-stocked shops and restaurants on the Dandang riverfront.

But these are not normal times.

"The North Korean people around here are really devastated," said Sui Tongjun, a Chinese trade agent who deals with North Korea. "It's like several decades ago when Mao (Zedong) passed away," he said. "But that will pass and business will go on."

Mourners who appeared to be North Koreans filed through a makeshift mourning centre. Women in their 20s and 30s wept, wailed and prostrated themselves in front of wreaths of white and yellow chrysanthemums. Some men clasped their hands in front of them and bowed deeply.

"North Korea lost a great leader and China lost a great friend," said Wang Qiulan, a Chinese woman who was selling books about and photos of Kim Il-sung and Kim Jong-il, her face bundled up to guard her from the cold.

CLOSED OFF

Chinese businesspeople in Dandong who do deals with North Korea said they expected the country would shrink into itself for some time, preoccupied with the leadership transition, making trade even more difficult than usual.

"We can't go in now, because of the death of Kim Jong-il," Yu Lu, a Chinese trader in Dandong who does business with the North, told Reuters. "It's all closed off, and basically all the North Koreans are heading back. It's very tightly closed today."

Most businesspeople here, accustomed to the uncertainties of doing business with North Korea, are taking that in stride.

"You should know that Kim Jong-un has just assumed power, and so the situation will be tight and many (trading) companies will have to take a hit," said Chen Yiming, a trader in Dandong whose Sanyi Taishun Company acts as an import-export agency.

"Now that one generation's leader has gone, and the next generation's leader has come to power, there'll certainly be a period when the political scene is unstable, and that will certainly affect investors like us."

But North Korea appeared unlikely to undergo turmoil, said Luo Dongdao, a businessman in Yanji, another city on China's border with the North.

"They've announced his death, and that shows that they're prepared," Luo said in a telephone interview. "They'll certainly be able to maintain stability."

SURGING, BUT BUMPY, TRADE

"There can't possibly be chaos. The system there is firm," said Jin Ri, the manager of a company in Yanji that buys fish from North Korea. He said he last visited there in October.

"The people there aren't much influenced by the outside world and basically follow the government's line, so it won't at all be like Libya or Syria," said Jin.

Dandong city, with a population of about 750,000, is the portal for much of China's vital trade and aid to the North, linked by a railway line and bridges that carry trucks of goods.

Trade between China and North Korea rose by 73.5 percent in the first 10 months of 2011 compared with the same period last year, reaching $4.7 billion. Growth was powered by growing Chinese imports of minerals, coal and other basic products, according to Chinese customs data.

Despite the expanding trade, Chinese merchants said doing deals in North Korea was difficult and capricious, even for hardened negotiators.

"Sometimes they make orders and then don't pay up. There are too many scams, so usually we try to settle deals in Dandong," said Yu, who sells grain, food and daily necessities to North Korean customers.

"I think in the end, North Korea will make a turn for the better, because his son (Kim Jong-un) is young and will be able to absorb new things. It will develop in the right direction," he said. "Now it's still poor, sometimes too poor for people to eat their fill."

Oil above $94 on signs of improving US economy

(AP) ? Oil prices rose above $94 a barrel Friday in Asia amid signs the U.S. economy is slowly improving, which could boost demand for crude.

Benchmark crude for January delivery was up 40 cents to $94.27 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell by $1.08 to settle at $93.87 on Thursday.

In London, Brent crude was up 43 cents at $104.03 on the ICE futures exchange.

Crude has dropped from $100 this week because of expectations Europe's debt crisis will trigger a recession next year and undermine global oil consumption. However, the U.S. economy has shown evidence of growth the last few months.

The government said that applications for unemployment benefits fell last week to the lowest level since May 2008. While manufacturing output fell last month after six straight months of steady gains, a regional report on Thursday showed manufacturing activity is rising this month in the Philadelphia area.

In other energy trading on the Nymex, natural gas rose 1.1 cent to $3.14 per 1,000 cubic feet. Heating oil gained 1.5 cents to $2.85 a gallon and gasoline futures added 2.2 cents to $2.52 a gallon.

Childhood Hunger Deserves More Attention (ContributorNetwork)

COMMENTARY | You almost always see something on the television news every day in one manner or another about childhood obesity. However, it seems that the holiday season is the only time where you really hear any sort of emphasis on the epidemic of childhood hunger.

It's quite the terrible thought to think that somewhere there is a kid going to bed hungry. It happens a lot more frequently than one would think, and it is something that should get attention twelve months out of the year. Not just when it gets cold outside.

WPVI's Matt O'Donnell filed a report about two weeks ago that contained a starting fact: In Philadelphia alone, one out of every three children lives in poverty. This means that, in all likelihood, they do not get enough food. Due to rampant unemployment, even food banks are being stretched to their limits.

So what can be done? First off, if Reuters says "Sesame Street" introduced a hungry Muppet this past October; we are far behind on correcting this issue. It's sad that a PBS children's show has to introduce a character that's malnourished to drive home the point that there are hungry children. School districts all over the country need to put more emphasis on their lunch programs than they are. I'm certain that if they can find the money to hire a person whose sole job is to sit by the front door and hand out tardy slips; than they can figure out a way to make it so kids get a little more to eat around noontime.

The New York Times recently reported that Congress will soon vote on a bill that would make it so folks that make more than $1 million a year would not be eligible for food stamps. See where the problem is? We live in a country where the only meal some kids get is at school. And there are millionaires eligible for food stamps!

The point is this: There needs to be more attention given to the issue of childhood hunger. Kids shouldn't go hungry, period. The country as a whole needs to pay attention to this horrible issue the whole year, not just when the red kettles are in front of the supermarket.

Another Palestinian mosque torched in West Bank (AP)

RAMALLAH, West Bank ? Palestinians and the Israeli military say another mosque has been torched in the West Bank and defaced by Hebrew graffiti.

The governor of Ramallah, Laila Ghanam, says the mosque in the nearby village of Burqa was doused with gasoline and set afire on Thursday.

The Israeli military says carpets and chairs were burned.

Suspicion fell on Jewish extremists suspected in multiple acts of violence against Palestinians and the military.

The violence is retaliation for Israeli government operations against Jewish settlements.

Early Thursday, Israeli security forces demolished two unauthorized structures in an unauthorized Jewish settlement outpost.

Investing In Stevia&#39;s Huge Potential - Seeking Alpha

"Some Cereals Have More Sugar Than a Twinkie" headlined the St. Petersburg Times last Friday. Indeed, added sugar is omnipresent in most processed foods and drinks. Why? It's simple: we like it!

Why We Crave Sugar (Even Though It's Not Good For Us)

The craving for sweets probably originated over thousands of years. The best way the human body could get Vitamin C and other nutrients was from "sweet" fruit. While fruit does contain sugar, amounts are small, and unlike soda, it is difficult to consume large quantities. Imagine you are given an unlimited amount of apples. If hungry, how many would you eat? Probably not many - even if you like apples.

The High Fructose Corn Syrup (HFCS) Controversy

Many blame HFCS consumption for large increases in obesity and diabetes in the U.S. over the last 40 years. I graduated from high school in 1967 - shortly before HFCS was introduced into the U.S. market. Looking through my old yearbook I find hardly anyone overweight. Obviously, something has gone terribly wrong. Although consumption has fallen somewhat in recent years, HFCS is still almost half of all added sugar in the U.S. diet. Gallup now finds 63% of American adults are overweight or obese.

The Corn Refiners Association vehemently denies HFCS is worse than natural sugar. Yet, former Princeton University professor Bart Hoebel, a specialist in sugar addiction and obesity, notes:

When rats are drinking high-fructose corn syrup at levels well below those in soda pop, they're becoming obese -- every single one, across the board. Even when rats are fed a high-fat diet, you don't see this.

Whether it's HFCS or just plain sugar, we eat and drink too much of the stuff, and it's making us sick.

Will Stevia Make Our Beverages and Foods Healthier?

Our cravings for sugar are unlikely to go away. Perhaps, however, consumers will recognize the benefits of satisfying this craving with a healthier alternative - an alternative like stevia.

Stevia is a zero calorie, all natural sweetener, derived from Stevia rebaudiana leaves. Certain extracts from stevia leaves are now FDA approved and marketed by companies such as privately held Cargill, Coca-Cola (KO), and Pepsi (PEP). Truvia is a stevia based sugar substitute developed jointly by Cargill and Pepsi. Stevia is used in flavored water, juice, baked goods, and as a table top sugar substitute. It can be blended with sugar to produce an "all natural" but reduced caloric product.

Coca-Cola is now marketing stevia sweeteners in Brazil and the European Union. It remains to be seen if stevia products will make inroads into mainstream beverage and food markets.

Investing Directly in Stevia

PureCircle (PURE.L - on the London exchange) is the world's leading producer of stevia ingredients. The company's website claims it's the "driving force behind moving stevia from niche to mainstream global acceptance." PureCircle supplies both Coca-Cola and Pepsi with Stevia products. In February 2010 PureCircle launched a joint venture with Imperial Sugar (IPSU) to market sugar/stevia sweetener blends.

Stevia Corporation (STEV.OB) is a farm management company expressly created to grow and market plants (Stevia rabaudiana) to produce stevia. The company has contracted with growers in Vietnam and Indonesia and has a supply contract in place with PureCircle. As far as I can tell the company is still in the organizational stage and has no revenue yet.

The potential for stevia is huge. If the epidemic of obesity and diabetes finally convinces consumers to limit sugar intake stevia may be the answer that keeps everyone happy. I will be convinced when they successfully put stevia in chocolate.
